STAVANGER, Norway  From 8 through 11 March, NATO Joint Warfare Centre (JWC) conducted the JOPG Leaders' Workshop with the NATO Rapid Deployable Corps – Italy (NRDC-ITA) Headquarters in support of Exercise STEADFAST JACKAL 2022.

This is the 11th time the JWC conducted the JOPG Leaders' Workshop and the second iteration for NRDC-ITA.

An estimated 185 NATO staff officers, from eight different NATO headquarters, have conducted the JOPG Leaders' Workshop since February 2021.

The JWC Advisory Branch members travelled to Solbiate Olona, Italy, to conduct a four-day workshop with 28 participants from NRDC-ITA. With multiple NATO headquarters participating and supporting one another during Exercise STEADFAST JACKAL 2022, the workshop enabled greater understanding of the approach each organization will use to conduct crisis response planning (CRP) and achieve their objectives during Phase IIB of the Exercise Planning Process.     

The workshop was designed to improve the planning groups’ organizational management, increase proficiencies in the NATO Operations Planning Process, foster better integration between the Joint Task Force Headquarters and the Air Component, and improve understanding of strategic documents and the complexities in the scenario’s operational environment.

Instructors used discussion-based lectures, situational vignettes, and scenario based practical exercises to achieve workshop aims. Throughout the workshop, lessons learned, best practices, and tips were provided from previous JWC exercises to demonstrate successful planning tactics, techniques, and procedures. To increase learning and build planning group collaboration, critical and creative thinking techniques were used throughout the practical exercises to mitigate “group think” and other potential biases in the planning group.

With NRDC-ITA previously participating in Exercise STEADFAST JACKAL 2021, this year’s workshop was designed specifically to address and resolve lessons identified, observed by the JWC during NRDC-ITA’s previous CRP. With NRDC-ITA’s desire to improve from last year, audience members remained engaged and proactive throughout the workshop and achieved a great level of performance during practical exercises.

The output of the practical exercises allows NRDC-ITA to immediately use developed planning products on day one of CRP to increase planning group efficiencies and effectiveness. With the completion of the JOPG Leaders' Workshop, they now have an aligned unity of purpose as they conduct the needed planning activities that will enable the Commander’s decision-making process throughout CRP.   

The JWC-led JOPG Leaders' Workshop is designed to help NATO commands anticipate potential issues, develop useful decision support tools to enable Commander decision making, and ensure the planning group is prepared to conduct military planning before they start CRP. The workshop remains one tool to increase the proficiency and effectiveness of a NATO military staff conduct the Operations Planning Process.
