Joint Warfare Centre (JWC) Civilian Human Resources Office is responsible for the recruitment, Human Resources (HR) management and administration of NATO International Civilian (NIC) personnel appointed to the JWC, NCI Agency CIS Support Unit (CSU Stavanger) and the Northern European Command - Command and Control Information System Support Centre (NEC CCIS SSC) in accordance with appropriate agreements and delegations of authority.

The need for continuity in essential activities, together with factors such as the cost of training military personnel for skills already available in the civilian market, contribute to a need for civilian staff as an important part of NATO's military structure. NICs work along-side their military colleagues in functions such as finance, human resource management, communications and information systems, training, administration and linguistics.

Staff employed by JWC are broken down into a number of grades:

  • NATO grades 15, 17 and 20 (A grades) are professional-level posts, such as: Information Systems Engineers, Finance Officers, Personnel Officer etc.
  • NATO grades 8, 10 and 12 (B grades) are typically technicians or assistants, such as: Information Systems Technicians, Finance Assistants, Administrative Assistants etc.

Please note that although NATO has two official languages (English and French), work at the JWC is conducted mainly in the English language.

JWC


The Joint Warfare Centre (JWC) located in Stavanger, Norway is aligned as a subordinate command of Headquarters Supreme Allied Commander Transformation (HQ SACT), Norfolk, Virginia, United States.

The JWC is NATO's premier collective training and exercise facility at the operational and strategic levels.

In addition to this robust, highly realistic and demanding training, JWC conducts joint and combined capability integration, concept and doctrine development in order to improve NATO's operational readiness and interoperability.


NCIA CSU Stavanger


The NATO Communications and Information Agency (NCIA) CIS Support Unit (CSU) Stavanger, provides Communications and Information Systems (CIS) services to customers in Stavanger and Norway. The main customer, Joint Warfare Centre, receives a series of services both as static service delivery to permanent staff as well as dynamic and flexible event services in support of exercises. The CSU delivers on multiple platforms, advanced, simulated and modulated exercises to the local warfare facility and remote locations, supporting the Education, Training, Experimentation and Exercise (ETEE) environment in NATO.


NEC CCIS SSC


The Northern European Command, Command and Control Information System (NEC CCIS) is a near-realtime NATO Air Command and Control (C2) system operated by NATO, Estonia, Iceland, Lithuania and Norway. The system supports all aspects of air operations from operational level (CAOC/NHQ) to tactical level (WOC/SQOC/GBAD).

System maintenance, development and support is provided by the NEC CCIS System Support Centre (SSC), which is located at Kolsås near Oslo, Norway.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a definite duration contract of three years with possibility of renewal.
